Can anyone suggest a reasonably inexpensive way of doing this ?

I don't even know what a DXF is.

Can you open the document in whatever opens DXF files, do a "print" and then Save as PDF? This works in pretty much every application.

DXF (Drawing Exchange Format) is the file format AutoCad uses.

Sadly AutoCad isn't available for OS X, but THIS app lets you import DXF into Adobe Illustrator.
From there you can save it in just about any format there is (including PDF)
