Try deleting the file called:
com.apple.iTunes.plist

You may have to tell iTunes where your library is, and sign back into the music store.

You may also wish to verify/restore your disk permissions using Disk Utility.

To do this, after starting the /Macintosh HD/Applications/Utilities/Disk Utility application, click on the First Aid tab, then first click on the "Verify Disk Permissions" button and allow the process to complete (it may take several minutes). If any errors occur, then click on the "Repair Disk Permissions" button and allow the process to complete to fix the errors (this may also take several minutes).

Tried both of these plus removed and installed entire application with the same end result.
it asks me to agree then tries to launch, quits and makes a error report for Apple.

Download Panther Cache Cleaner. Launch it. Go to the Caches tab and select your local cache. Try a light cleaning. If that doesn't work, try a medium cleaning. If that doesn't work, try a deep cleaning.

If none of those work, then select the System cache and try again.
