i had this app on my last computer but the logicboard got fried and i dont remember where i downloaded it or what it was called. can anyone help?

If you're running Panther - try the last tab on the right in the 'Keyboard and Mouse' prefpane.

That's a good suggestion. FTR, I think the application you used before may be Menu Master.
