Usually, if you size and position a Safari window the way you like and quit, it will remember that position when you launch it again. If that isn't working, you may need to trash you Safari prefs (or edit the .plist manually).

Do a search here for bookmarklets. It links to a hint from macosxhints about how to create your own Safari sizers and place them directly in your menu bar. On my far left, I have 3, a full-size browser (I have a PB17) and a half-screen browser for the right-hand and left-hand side of the page. Very easy to use and very handy (and very free).
