Safari debug menu: How do I activate??

I typed a few variations of the following into terminal and I still don't see the menu:
defaults write com.apple.safari includedebugmenu 1

I entered this line with safari closed but when I opened it again, no debug menu. I tried again followed by a restart. Nothing.
What am I doing wrong???

Not exactly an answer to your question, but TinkerTool has an option to do just what you seek. It's in the Safari "pane." Freeware: http://www.bresink.de/osx/TinkerTool.html
