If you have the password, sure. Otherwise I don't think there's a way. Maybe you can open it in OpenOffice or AppleWorks without the password being asked but I don't know about that.

A quick google search turned up a few apps (for Windows) that will let you recover/crack an Excel password.

You might try Passware under windows. Do a Google search.
