I want to take an mp3, crop it, then save it as a different bit rate. What program(s) will achieve this?

I don't think you can directly crop an mp3, you'll need to change it's format first. You'll need to change it to a non compressed format like wav,AIFF, then crop it with any sound editor (none comes to mind, last time I did this I was running system 7.0). Then you'll need to reencode (and will have the ability to change the bitrate) the file to mp3.

I believe you can do this with Quicktime Pro: cropping via cut and paste into a new document, then using "save as" to change the bit-rate (though I'm not sure the second part will work)

I got the free "Audacity" (?from versiontracker?), and was amazed at what editing it let you do. I forget about bit rates, but I think it offers several alternatives.

It occasionally quits on me, but is awesome for freeware!

Editing in Quicktime and saving will only result in a Quicktime file (unless you snip away the QT header).

What he's asking for is lossy editing (since he wants to change the bitrate). There *are* ways to edit an MP3 without re-compressing, but that's not relevant here.
There is a LAME MP3 encoder for Quicktime, so you could edit in Quicktime and re-compress. (You can also first edit the file, then export to AIFF, then re-compress to MP3 using LAMEBrain.)
You can also edit the the file with Audacity. Audacity can also export to MP3 if you download an extra component.

iTunes has got to be the easiest and cheapest way to do this. Just set your in/out points on the song in get-info and then change your encoder settings and "convert to mp3"

"Save As" is mov-only. Export = re-encode (except for DivX 5.03-5.06 and mp4, which support pass-through in their own way). QT doesn't come with an exporter for mp3 or raw aac, but as Jacke linked to there is a 3rd party implementation of a LAME mp3 export component. But since iTunes has a QT compatibility layer you can't really fault Apple for not providing the option
