Photoshop 7.01: Help -> Updates Hangs Program

Recently I had to re-install Photoshop. I tried to check for updates and it hung while trying to download AWEXFiles.txt into /Library/Application Support/Adobe/Web. I have to force quit PS. If I restart PS and go to Help -> Updates, it still says it's trying to dl this file and causes PS to hang again.

I've tried deleting preferences.

What is the culprit?
