Annoying Safari bug or banking website error?

I'm not the website development guru so I don't know whether this is a bug in Safari or a problem on the website itself. It's a banking site (go figure huh?) and the strange thing is that it functions fine except that the display is only in the top half of the browser window. It's the only site where I've ever seen Safari do that. Does anyone know if this is a programming error on the website itself or a bug in Safari? I've been reporting it as a bug in Safari to Apple ever since it came out but with every release it never gets fixed. I was also wondering if this displays correctly in Safari 1.3? Just wondering if life will get better if that update is released at MWSF.
