openGL of windows version on mac??

we need to use WINDOWS Version of openGL for programming, can i do that on a mac without a Virtual PC?
There were once four people named Everybody, Somebody, Nobody and Anybody. Somebody had to do a job, but Nobody wanted to do it. Nobody could see that Anybody could do it, and Somebody got angry about that because it was Everybody's job. Nobody ended up doing it, and it so happened that Everybody blamed Somebody when Nobody did what Anybody could have done.

Open GL is a standard - it's the same across platforms.

Unless you mean DirectX.

There are some specialized libraries that make a bunch of things easier (pre-built menus, etc) for each platform that are different. If you have to use one of those you are stuck on a platform. If you can, use the GLUT library. It is designed to provide the bet of all those libraries on a multi-platform basis.
