Backing up hard drive to upgrade OS...

I currently have OS X 10.2.8 and am upgrading to 10.3.x Before I start the upgrade, I want to back up all of my apps and data to an external hard drive. If I make a bootable back-up all goes wrong, then I can always boot up from the external and then copy the external hard drive contents back to the computer to get back to status quo.

My question is, if I get 10.3 installed and it wipes out everything else on my hard drive, will I be able to copy the apps and files from the 10.2.8 backup drive to the 10.3 on my computer? Meaning not reinstall the 10.2.8, but rather have all my old apps and files on 10.3? Do I have to worry about permissions and serial numbers?

Which is the best backup program? I've read Carbon Copy Cloner is good for full bootable backups, how about Retrospect? Is it worth the price of admission?
