Why does standard .doc file not work with Office v.X?

The file here was e-mailed to me, and comes up as lines of code in Office v.X. However, it works fine on Windows. Why is this when Office is supposed to be the same (pretty much) on both platforms?

That exact file works on Windows? Not another copy you got off of your e-mail separately? I'm a little surprised, because the file looks like gibberish to me. There's no actual text inside it. My first guess would be that it downloaded wrong.

It comes out as garbage on my Windoze machine.

Hmm, how strange. This precise file (posted here) has been passed through my Mac; that is to say, I got the email through Mail.app, saved it to disk, uploaded it to my iDisk and linked to it. And now, evidently it's not working. However, the file in the email does work fine on Windows machines when I check my email directly through webmail. I know because I read the contents an hour or so ago on a friend's computer with Windows XP. wtf is going on here?
