I am looking to edit DVDs that I have purchased (edit and copy using Popcorn) and DVDs that I record on a Panasonic set top recorder (tv shows, movies etc.). What I'm trying to do is simply edit out commercials and all extra crap that one often cannot skip through on commercial DVDs such as previews, FBI warnings, etc. Will Popcorn let me do simple editing such as this or is there another program I need? If I use Mac the ripper will the ripped file open in iMovie or FCP express? If not, is there a simple way to get at an edit these rips without a great loss in quality?

You won't be able to open the ripped files in FCP or iMovie... that would be awesome if you could... I don't know how a set top recorder works, so I can't answer for that.

Popcorn should be able to do what you want, I have never used it before. DVD2oneX can help you remove unwanted material from commercial DVDs (after you rip the files off). And the quality loss is usually unnoticeable. But if you have purchased Popcorn already, you should be just fine with that.
