Is it possible to open samba shares using a link from safari? For instance, if I have a link like smb://10.0.1.3 on my home page, is there a way to format it so Safari will open it in finder (similar to how it does with ftp)?

use MoreInternet to set SMB links to be opened by the Finder.
MoreInternet: http://www.monkeyfood.com/software/MoreInternet/
to locate finder in MoreInternet go to: Hard Disk/System/Library/CoreServices/Finder.app
