VMware has a feature that allows you to use what they call "raw drives". A raw drive actually uses a real hardrive instead of a virtual one and is partitioned and used exaclty like it was on a windows machine and not a VM.

Does Virtual PC have anything like that?

Nope, they use their own propriety file that is the VPC's virtual hard drive.
