All you have to do is burn it onto a cd. When I downloaded DiskWarrior from Alsoft, all I did, using my Mac, was open Disk Utility, Burn Image to Disk, and it was bootable.
I assume all you have to do is just burn the image onto the cd using the PC, and the iBook should be able to boot off of it.
Someone, please correct me if I am wrong.

He has to transfer the disk image to a Mac, because I have researched the issue and found that no PC software is capable of reading Mac disk images.

It depends on the disk image format -- a .cdr file is basically the same as a .iso file on a PC.
Regardless, DiskWarrior is a product absolutely deserving of being bought and paid for. I suggest you do that rather than use a pirated copy!

Well, if he bought the downloadable version from Alsoft, then he would get the application in a *.dmg file as well as the application on a bootable CD sent to him by mail in about three weeks.
If he has an image of a bootable CD, then the best way for him to use it on his iBook is to go and buy a legitimate copy.

The downloadable disk image of DiskWarrior that Alsoft provides is not a bootable disk image. It only contains the DiskWarrior application and documentation, not a copy of OS X. To get a bootable CD, you either need to get one from Alsoft (they send one to you if you purchase and download on their website) or try to make one using something like BootCD.

thank you all for the replys. and to yous out there assuming that its pirated. ITS NOT. i just moved 2 1/2 away from where i used to live so i havent got all my things yet. and i had put a few things on the pc to free up the space. i had made everything .dmg as to not have 80 million folders laying around. but i just bought a new hard drive instead so i guess im all set now.
