what would you suggest for just touching up a picture, what program i mean? free would be nice.

Depending on what you mean by touching up, iPhoto? PhotoShop Elements is pretty cheap as well. Can search for others.

As mentioned, depends on what you mean by "touch up"
Graphic Converter is $30 and rocks.
Gimp-app is a pretty powerful (and free) image editing tool ported to OS X from Unix . Require that you have X 11 installed though.

ok, but how do i do it, i got graphic converter, but don't know how to sharpen an image, it was taken from a camera phone and i want to get rid of the pixels and stuff, i am very clueless in this.

Unfortunately, if its an extremely low res picture, there isn't a lot you can do to sharpen up the picture. You can't really add detail that doesn't exist in the original. But, first thing I'd try from Graphic Converter would be the Effect-> Sharpen Edges. It will present you with a slider that lets you see how the effect will look.

Other than that, just start playing with menu items that look like they might work (and Undo any changes that don't seem to work well). Short of sending the picture to someone else to enhance for you, there's not much other advice I can give you besides just start playing with GC's tools and see how good you can make it look.
