notice the difference between a 128bit AAC and a 192 MP3? I am trying to decide if I should rerip 6.8 gigs of AACs all copied from CDs?

I can't tell the difference. Maybe if I had million dollar setup I would. Just to be safe, I encode above 128. 160 and above is good for me.

Short answer: no.
Longer answer: in a few select, complex songs, on a relatively nice set up you might hear slightly more bass in the mp3. Honestly, 128kbps AAC is great for most purposes. It'll even sound fine on a $10,000 stereo...however, uncompressed music would sound, of course, a little better in this case.

It is... kind of. I believe AAC is ABR (Average Bit Rate), which is a variant of VBR.

IIRC It uses a technique called bit reservoir, which means the bit-rate flexes all the way from 4 - 500kbps during a song. It isn't as flexible as true VBR, since the target bit-rate always has to be met.
