Internet speeds - all apps SLOW

Hey guys...perhaps this shoudl be in the Mac OS forum, but since it only has to do with all my internet applications I posted here.
I have tried all the suggestions for speeding up Safari. I have run the Combo update again. I have run Onyx. I have rebooted the modem and Linksys base station several times. I have reset Safari.
My internet download speeds are pathetic.
I have tried using Firefox, Explorer, and Safari, and they are all sluggish. Getting Mail is slow, and Sherlock responds slow as well. I have created new users to isolate preference files.
What the heck is going on?
This is on SBC Yahoo DSL in Southern California, both an iMac G5 with AE, Powerbook with AE, off a Linksys B base station with no encryption or anything (no, it is not my neighbors borrowing our internet). I tried the Airport Express but the signal is very weak, and we are only talking about a 12-15 foot distance from the base station.
Does anybody have any idea what is going on?

Have you tried Enigmarelle's BroadbandOptimizer? It's old, but it seems to get the job done.

how slow is slow?
iirc the further out you are on a DSL line, the slower the connection will be...

I'm on 1000 kb DSL and I get ~ 115 kB/s.

1000 Mb is a gigabit. I don't think your dsl line is capable of dishing that out.
Do you have some other machines you can use to test on the same line?

Isolate the problem - connect to the router via Ethernet - if the problem persists then it's not an Airport problem.

Thanks for the suggestions guys.
I had the ISP tech guy come out and he connected his XP laptop via ethernet to the modem and showed normal speeds.
My Powerbook is in for repairs (unrelated) so I cannot use it to test it, but I am going to take this iMac upstairs and plug it into the modem and see what happens.
I keep thinking it has to do with 10.3.8, since this behaviour only started recently.
Oh yeah, while I am typing this, Safari is using 90% CPU and causing the fan to come on in this iMac G5. Wierd.

Here is another thought. Can my neighbors' cordless phones have the range to affect my wireless? Our house has 2.4ghz cordless phones, and I do notice the speed loss of wireless when I am talking on them. Is there any workaround to that problem? Short of sneaking in to the neighbors house and replacing their phones with models of a different frequency?

I went back to using the Airport Express. Did a little research and wound up making some changes to settings like Channel, Multicast rate, Interface Robustness, and enabled MAC access control.
Even though the signal is only about 50%, which I suppose does not really matter since this particular computer does not move around, my internet speeds are back up where they should be.
I am not ruling out the temporary slow down due to neighbors or our cordless phones, but so far I think it was the Channel setting.
So far so good. Did some speed tests and I am now up to 500 to 700 kbps. Much better than the 5 kbps I got lasts week!
