I just thought I would post it here to let you know.
This version finally ads ruler rotation and lets you select between different unit types.
I held of posting here until those features were added.
Anyway its fun to use and looks nice, and is very useful for making sure you don't breach the inline image regs.
As always any constructive feedback would be cool.

The color variations are nice. A few tweaks that would be good is adding picas, being able to scale the ruler up or down (but don't know how difficult that would be). Also, if you could have differing measurements at the same time, for instance picas on the top portion while inches on the bottom.
Those are small tweaks though, but it really needs picas.

I'm going to add a lot more measurement units in the next version, picas, point sizes, standard icon sizes etc.
I think I will need a popup menu to select which one as toggling between more than 3 items is not fun.
Does anyone really use Picas though? 
Ruler scaling is planned.
