Annoying Tabbing in Mail

When I compose a new message in Mail, I click "tab" to skip from the "to" field to the "cc" field to the "subject" field. I would like to click "tab" again to get to the message body window but instead it goes to the buttons right below: context button, mailbox setting, and signature. This is VERY annoying since I rarely need to change these and certainly don't use the keyboard to do it! Anyone know how to turn this off? To prevent this over-tabbing from occurring?

System Preferences -> Keyboard & Mouse -> Keyboard Shortcuts -> Full keyboard access -> Text boxes and lists only
