Slow web access with Safari after Tiger install?

I have just installed Tiger and have found that when using Safari, it takes 20-25 seconds to access a web page via my DSL connection. A PC running through the same hub takes 2-3 seconds. What could be wrong and how do I fix it. I am using a Mac Mini with 80 Gb hard drive and 512 RAM memory.

Do you have any plug-ins? Do you have the cache deactivated? Do you have Autofill > Others on? All could slow it down.

I do not have plug-ins.
How do I find out if the cache is deactivated?
I am not sure how to access Autofill>others. Please advise.
