I'm planning on buying an external DVD burner and I'm wondering if I need to get Toast Titanium or if iDVD/iMovie will be sufficient. Since the latter apps are natively supported on external burners like the DVR-109 now, can I do without Toast?

Depends on what you are looking to burn. I still use toast in 10.4 for things like CD to CD copying, opening .toast files
