You can make a copy of the mp3 and have it cut down within iTunes (by adjusting the "Start" and "End" time from the Get Info window of the song), or I would probably use QuickTime and cut it down from there.
Mp3 Trimmer: It's the actual name of the program. I use it to make ring tones on my phone. Along with LameBrain to adjust the bitrate of the songs to 64 for size constraints.
also I recommend ringers at 40-45 seconds. Otherwise they'll repeat if you don't get to the phone fast enough.
