Ok, I upgraded (Actually formatted and installed clean) to Tiger about two months ago and have had absolutley no issues until last weekend. I put a DVD into the computer and the Apple DVD Player launched automatically. The video is completely scrambled, it looks like the CSS key is missing or something. I don't use the computer for DVDs much, so I tried a few other DVDs. All do the same thing. The menu seems to be just fine, but the video is scrambled. The last time I attempted to play a DVD was definitely before I installed Tiger.
Obviously I know that this is not a bug in Tiger or I'm sure I'd have seen many complaints before this
Any idea how to resolve this? without a format! I thought about using Pacifist to reinstall the DVD Player, but what other frameworks/libraries would I also need to install to completely replace the DVD Player.
BTW, After I noticed this I installed the DVD Player update from software update and this did NOT fix it.

I have the exact same problem. I'm using a G4 450MHz sawtooth with 1GIG of ram, and a 8500 radeon with 64MB of VRAM. I noticed the problem after I loaded 10.4. Note that I have a partition with 10.3.9 on the other partition and the DVD player works if I boot into that system so its a software issue. By the way, I loaded a Sony superdrive into my computer and have used it to burn DVD's as well as watch them. I thought the latest DVD player update would fix this or even 10.4.2 but no luck.

Well, from a lot of research I have found that many people with older G4s with Radeon 8500s have this issue. I have heard one report of someone with a Radeon 9800, but that could be unrelated. I have found no solution other than to use VLC and wait for ATI or Apple to update the drivers. Many others suggested reinstalling the drivers/deleting prefs/etc and none of that has made any difference at all. I guess I'm not that worried about it as I usually just rip the DVDs and convert to H.264 anyway, and If I really need to I can just play them in VLC for the time being.
That being said I did report this to Apple and I would suggest that anyone else with this issue do so as well.

Somebody in the Apple discussions page has posted a fix and I've tried it and it works. Here is the link;

(Note: I don't like the idea of removing this file but so far, the computer works as does the DVD player. Also, I have the marine aquarium screen saver and I just tested it and it works. In fact, it now runs at about 10 FPS faster.)
