.sit and .sitx files are indeed Stuffit files that can only be decompressed by Stuffit. Apple, whether purposely or accidentally, neglected to have the Tiger installer install/move the Stuffit Framework, so that may be why it's failing. You can check /Library/Frameworks/ for the Stuffit.framework, but it may just be easier to download the Stuffit Standard installer, although I'm not sure if this version is stuffed or not itself. Sounds a catch 22, but if it is stuffed there are other links to the non-stuffed version. In any case, Stuffit is a dying format, supplanted by .dmgs and zips.

When you find a series of numbers behind a file name, that usually means the files have been segmented. With Stuffit Deluxe, you should be able to use the 'join' command under the 'Translate' menu (as of Stuffit 9 anyway) to piece all the files together first and then decompress it.

I've also use an app called 'E Pluribus Unum' to join files that have been segmented.
