Sometimes it works and sometimes it doesn't. I guess I don't really know how it works. Can anyone give me instructions?

It's a basic program, if you need more tools like a 'cloning' brush, then you'll have to buy Photoshop Elements. It's worth the $100.00

It's basically a smudge brush to obfuscate blemishes, and that's it. Overdo it and you'll get a mess.
The other alternative is to take better original pictures.

That's about it.

Find a copy of PixelNHance. It's a great small app for basic color correction.
