Yes, it is related to Mac because Bonjour for Windows is made by Apple.
I had trouble with it as well, I tried the install, and it would never find my ibook on the same network.
From my searches online for help on this topic, the best I could come up with was if you go to your control panel -> computer management -> services. You have to go in there and disable the Bonjour service. If you uninstall it (however that is done) it screws up iTunes.
The only other way I can think of is to uninstall all apple related software on the PC (Quicktime, iTunes) and then have another go of uninstalling bonjour. That one is just speculatioin on my part, but it might work.
