Ok, so basically I've lived in the US for the past 22 years of my life. I've recently moved to Canada, which is now home.
I formatted my iBook a couple weeks ago, and have set it to Canada instead of US. I was just at the iTMS to check out the single of the week, I tried to download it, and I got an error saying my account was only valid for purchases in the US.
how do I make it valid for purchases in Canada AND if/when that happens what happens to the songs I have already purchased when I was in the US?

iTMS validates your home country by your address and the country where your credit card bank is.
To buy from the Canadian Store, they have to have your Canadian address and your credit card has to be Canadian. Once that is done, you can't buy from the U.S. store any more.
Your previous U.S. purchases will still work, though.

hmm, well my case is that my address is Canadian, but my credit card is from the US.
Oh well. Worst case I'll just burn the songs I bought to CD, and re-rip to unprotected MP3.

Unfortunately, Apple has to negotiate with each country separately, both to sell songs from a given country and to sell songs in a given country. Usually, Apple just negotiates with a given country to sell songs from that country in that country, because otherwise things can get very complicated from a legal standpoint.
Apple has made some exceptions to this in the past. For example, it negotiated for the rights to sell the soundtracks from the Final Fantasy series of video games (which are from Japan for all licensing purposes) in the US. However, it's rare that Apple pursues exceptions like these.
