Anyone know a free app that will de-activate the safari cache other than the buggy safari enhancer. thanks!

go to user/home/library/cache folder

find the safari folder, do a "get info", and lock it.

I just tried that, quit/relauched Safari, cache is still activated.

Quit Safari, delete ~/Library/Caches/Safari, create a new folder called as such, and launch Safari.
