iChat Video Compatability w/ Windows?

As I understand it, in a 2nd version or so of iChat, it became compatible with Windows on the a/v side. I did a search and couldn't find with what program(s) this compatability exists. We recently had a baby and I thought it would be nice to get my in-laws a computer video camera and software for Christmas that we can use for 2-way conferencing. What programs or cameras are recommended for this?

I have had multiple video conversations with people using iChat to AIM on Windows. Some people find that it doesn't always work.

My buddy uses Trillian on his PC, and we can video chat fine.
