I have a regular old playlist built with about 3,000 songs in it. It is not a "smart" playlist nor a "party shuffle". All of the songs have no rating (0 stars) except for about 30, which have a rating of 4 stars in order to make them play more frequently. However, this does not seem to be happening. Is the number of higher rated songs too small to make them play more frequently, or do I need to set them at 5 stars? Or does the song ratings function even work in a playlist that is not "smart" or a "party shuffle"?

Song ratings don't have an effect on playback frequency outside of Party Shuffle.

But you can select any playlist as source for the party shuffle.

That didn't really work. Party shuffle seems to want to play entire albums or at least large groups of songs from the same album, with no noticeable increase in the songs with 5 stars. And I did select "sort by song" in the preferences. I was looking for more of the random play style of play in Party Shuffle.
