I reformated my hd and reinstalled Tiger. I backed up my itunes folder on an external hd. what file from the itunes folder do I need to copy over from my external HD to get back my playlists?

The file is called "iTunes Library." It's typically in your ~/Music/iTunes folder.

Your songs are in ~/Music/iTunes/iTunes Music

So if you copied the WHOLE folder, it should be automatic. If you missed the library file, you could be SOL.
