Why can't Preview search or copy this PDF?

I thought that Tiger was supposed to have greatly improved PDF capabilities.

The free Acrobat Reader (even an old version like 5.x) can search and select text for copying...

But Preview 3.0.3 on 10.4.3 can't search or select any text from it...

The pdf looks like a scan not a print to pdf. Normally nothing can search for text in a pdf that is really an image so I'm surprised acrobat can search it (not like it has a built in OCR).

I think that Acrobat Reader has some kind of built in OCR.

Not sure if this is helpful or not...

but my CanoScan LiDE 500F scanner (when using the PDF button) scans a document & within seconds of the file being created, Spotlight will be able to find text in the PDF file. The bundled OmniPage SE software is probably instrumental in this behaviour, but it is never seen during the scanning process / no options set etc. besides, I wonder where the text catalogue of words in the scanned image (PDF) are stored to enable Spotlight to search & highlight?

Interesting. You're right, Preview seems to want to handle the PDF as if it contained raster images, but Acrobat sees, selects, copies the text no problem. Must be something going on in the file that Preview isn't compatible with.

The PDF does contain a raster image. Try and zoom in on it in Adobe Reader.
