Is there a program out there that lets me switch to the Finder for games without windowed mode such as Civilization 3 and Command and Conquer Generals? -Tab does not work in those games...

Not sure what version of OS X you're using, but you could try using Expose by invoking the F9 or F10 keys to show all open/active windows and the desktop, at once?
What's the problem with that?
You can pick between all of the active windows to pick one to be the active front window/application.
This is probably the only other alternative.

I'm in 10.4 and Expose doesn't work for this. Only thing that does is force quit, and the idea is not to have to quit the game to answer an IM or run a cheat program.

If there's no way to run it in window mode, I think you're SOL.

Apps have the option of running in either "fake" fullscreen mode, in which they simply make a window that covers the screen, or "hardcore" fullscreen mode, in which command-tabbing and Expose are rendered useless.
