It looks like iPhoto and iMovie and all the iLife programs default to saving everything to the main internal drive..however I want to set the programs, specifically iMovie, to save and capture to my second internal drive.

How do I do this?

Thanks!

In iMovie's case just specify the drive when creating a new movie. In iTunes I believe you can specify the library location under iTunes > Preferences… > Advanced.

I don't believe iPhoto let's you change the location of it's library.

If you save a single project on the external, it should default to the external.
