Quicktime Broadcaster would be the easiest to use the built in camera if it supports it. I love VLC but it's a pain in the butt to setup compared to Quicktime Broadcaster.
From there I would use Darwin Streaming Server to stream out to your clients. The link is somewhere on the quicktime page. Get the tutorial, it'll get you up and running in about an hour.

I have tried the quicktime broadcaster, can not setup and see it from another computer on the internet...

Did you try Broadcaster with Darwin Streaming Server? This is really the way you want to go. If you don't then you need know the destination IP address as well as export the SDP file and get it on the destination computer. Read this document, you'll be up and running in an hour.

If you must do one to one without Darwin Streaming Server then open Quicktime Broadcaster. Go to the network tab and select Manual Unicast from the Transmission menu. Enter in your destination computer's IP address. Start your braodcast. Go to the File Menu, Export and export the SDP file. Get this exported SDP file on your destination computer. Open it with Quicktime and it should be working. If it doesn't then start looking to see if your audio/video ports are open on your router.
Darwin Streaming Server does this stuff for you, it's a server so you can stream to more then one person and you don't need to know IP addresses. When a user requests a stream the address would look something like this. rtsp://myaddress/mymovie.sdp.
