Any free software to decode this file format? I don't have virtual PC nor a PC for that matter.

Did you try google?

I did and came up with so many hits that I didn't it was worth while to even post the links.

It's a Microsoft format. There are programs to open these at macupdate.com or versiontracker.com. Search "chm".
