something like iWeb for PC? maybe an online application or subscription.. A friend wants to build a Blog but don't own a Mac so, maybe help is out there right?

If he just wants a blog, tell him to sign up for something like blogger.com (or one of the dozens of other services). Probably the simplest solution.

LiveJournal has free (as in beer) software for Windows (and other OSs) to manage your blog with; the web interface is pretty easy too.

I dont remember something that comes as easy to use with the templates like iWeb and Rapidweaver, but one that I remember was trying to be an easy to be mac app, was Effective Site Studio..
