Since 10.3.9 update, Safari's scrolling performance has regressed significantly. Scrolling is dog slow, choppy and using a significant amount of CPU. Safari's scrolling in 10.3.8 and OS's below were silky smooth. The difference was like day/nite and instantly noticeable to me not only on my machine but others.
My test machine is a 1.67 PowerBook with 2 gig of Samsung ram Mac OS X 10.4.6. I hold down the page up/down arrows on the keyboard to scroll pages.
System Preferences -> Appearance "Use Smooth Scrolling" is OFF.
In Safari i "DISABLED" Images, Plugins, Java and JavaScript.
In Shiira i "ENABLED" Images, Plugins, Java and JavaScript.
I loaded the following page in both browsers

Shiira - 7 seconds
Activity Monitor revealed the following Process ID's and their CPU usage in %
Safari 74% & Window server 20%
Shiira 30% & Window server 40%
I want to know what the hell the Safari developers did to completely and utterly destroy scrolling performance in 10.3.9 which has continued to the current 10.4.6? I'd like to know why they did this an why they have not restored performance.
Id be very interested in an explanation as to parity of CPU usage between application and window server when scrolling in both Safari and Shiira. When scrolling in Shiira i observed the window server charing the CPU load with Shiira, where as Safari i noticed less CPU load balancing between it and window server.
I normally wouldn't bitch if something was very minor but as mentioned there is a huge difference between Safari and Shiira an 10.3.8 and 10.3.9+
