Is there a Mac viewer that can view photocd images? I have tried search engines, but they are not much help.

PhotoCD is not Picture CD. It's not a CD-ROM full of JPEGs. It's a proprietary Kodak format which stored high-quality scans from film, created during processing.

In any case, GraphicConverter can open PhotoCD files, as can Photoshop.

They should, but why bother when there are nice, native Mac ones?!?

Because the best image viewer I have ever used is Irfanview, which is a Windows application. It handles a very large number of picture formats, and also plays multimedia. It also allows one to do certain things with images, like change the colour balance, contrast, brightness, rotate images, and swap palette colours.

Speaking of graphics utilities, is there a nice Mac utility which can do the same things as MS Paint? I like to make image collages (using cut, copy, and paste), add captions with transparent backgrounds to images, and paint in empty spaces with different colours.

You basically just described GraphicConverter, which does all the functions you just listed.
