I'm not familar with the Windows program you were talking about. Anyway, GraphicConverter can make animated GIFs. There are a few others.

What kind of resize do you want to do? Quality or dimensions? Graphic converter does both. You just have to figure out what you're willing to sacrifice. If you're doing a YTMND, the 1mb limit doesn't really hold true. Lots of files there are larger than a megabyte.
