A co-worker and I are planning on getting Final Cut Express. If we bought it, can it only be installed on one computer? Is the license good for only one user? I'd like to know before we order.

It's good for one Mac. Multiple users can run it on that Mac.

legally you can typically install on two machines, but legally only run one at a time with the software running. I doubt Apple keeps track though.

Nope. The Apple EULA states one Apple branded computer only.

There is a caviat that both machines must have the same owner and one HAS to be a laptop.

A quote from the LA on FCE HD Universal:

"2. Permitted License Uses and Restrictions.
A. Apple Software (Bundle)
This License allows you to install and use one copy of the Apple Software on one Apple-labeled desktop computer and one Apple-labeled laptop computer so long as both computers are owned and used by you. This includes the right to transfer your copy of the Apple Software licensed hereunder from an Apple G4 hardware platform to an Apple G5 platform. "
