According to the people who produced GraphicConverter, it is possible to use that app to edit icons, but they do not explain how to open the icon files with GraphicConverter. How do you open an icon file with a graphics editor?

There is a better way.
I meant, drag the file onto Graphic Converter's icon.
When I do it, I get a 128x128 pixel image at screen resolution. Which is the maximum number of pixels stored in an *.icns file, anyway.

It's a possibility you're not actually dealing with an *.icns file, though. For example, you may be trying to edit something like a preview icon stored in a file's resource fork, or something.
Edit: If it's a folder icon, you could get Iconverter (free), drag the folder onto it, and extract the proper *.icns file for further editing.

There's another app that offered some fancier options like encircling the folder with multiple images and $hit like that, but I've forgotten what it's called. (Edit: Can Combine Icons)

Thanks for the suggestions, but those are all PPC, and my Mac has an Intel CPU.

They should still run on your Intel Mac, it'll just use the built-in Rosetta PPC emulation technology.
