Skype doesn't officially support video yet, only the beta. Is there a program out there that can videoconference with some type of windows application? Can iChat video chat with AIM?

Trillian on Windows also works with iChat's AV protocols.

Skype (newest Versions/Beta's) have video chat on both ends.

Agreed. Skype Beta works surprisingly well between a Mac and a PC, between Tokyo and Europe.
(through 2 firewalls, NAT, etc...). I use it with iSight and a dedicated microphone.
