How do you get watermarks into a PDF?

Back in the day I was using an Apple StyleWriter ink-jet and System 8. On nice feature was that you could select a watermark to be printed on every page in the print dialog.

Now, I'm looking for a similar feature. I want to put a watermark on preprints. Is there any way to insert such a watermark into a PDF document? It doesn't have to be fancy. All I'd like to do is print something like 'preliminary' in light gray across every page of the document. If it were just about printed documents I could print the watermark first, insert the pages into the printer again and print on top of that. But since I want to be able to distribute the marked PDF as a PDF document, I'm looking for a little app to do the job.

Any suggestions?

AccessPDF - A PDF Forum for Users and Programmers - a free CLI tool. Works like a charm.
macosxhints.com - 10.4: An Automator workflow to add an image to PDF files - uses Automator to do the job. Works fine too.
