So, I'd like to be able to have album art for all of my..umm....legally purchased songs. If I sign up for an account with apple to do this, and download album art for all of my aformentioned legally purchased songs, will apple report to the RIAA just how many songs I've legally aquired?

No, Apple's not reporting anything. And illegally downloaded songs (which I'm guessing you're alluding to....the RIAA isn't going to hunt you down, it really doesn't matter) will show up to iTunes the same as a legally ripped CD.
