If the genre of an album does not match iTunes' genre label then it does not get cover art. If the album's genre category is blank or close to iTunes' genre lable, this problem doesn't happen.
Now, my genres might not be completely right but I don't want to delete all the genres so that iTunes downloads the covers. Is there a way to copy the genres labels, make all of the songs blank in that category, download the covers and put the genre labels back in?
Edit:
Ok I figured it out. It's not that it's looking at genre.
If any part of the ID3 Tag of an album differs from the rest of the album, it doesn't do the cover art. If you have an album and one song has a different genre label or year label, it doesn't give it cover art.
I think it's because it looks at all the songs you highlight and if one of the songs has a different tag, even if it's in something like genre, it thinks it's 2 different albums and doesn't give it one cover because it thinks it will be giving two different albums the same cover.
I had a Weird Al album that wasn't getting album art. I couldn't figure out why it wasn't getting it. It was up on itms exactly the same album name and artist. Then I found that half of the songs had the genre label "Comedy" while the other half didn't have a label at all. I made the whole album blank in that category and the album cover downloaded. I've been doing this with many artists that weren't downloading covers. They have to have the exact same ID3 tags excluding the name to be considered the same album by the system and get a cover.

i don't think it should send that much information. if nothing else, genre is somewhat subjective, or people might add other things to the genre tag. artist and album name should be enough to narrow it down. The first time I told it to download cover art, it got maybe 10% of the covers. Now I asked it to do it again, it somehow came up with a different number of albums in my library (more than the first time, even though some have covers now) and i've got maybe 25%. Gonna try again and see if it'll get more. It's kind of disappointing, though. The real Cover Flow had a much better cover downloader.

Are you sure?
I've got a song by Bobby Womack (Across 110th Street)
Artist- Bobby Womack
Album -
No other ID3 tags... iTunes doesn't get the album art.
Its like this for lots of songs, it seems a very hit and miss affair getting artwork, even though the Artist and the Album Name are idential (including white space, characters etc)
EDIT - I fixed it. The genre has to be identical to that in iTunes.
