I created a few blog pages in iWeb. This allows me to write text and others to read it. but i really would like to set up a chat forum so i can get a 'dialogue' going with may of the students that i teach.

can this be done in iWeb?

iWeb Blogs via .Mac do support commenting, so yes you can.

Correct... with .mac, you can do it. Without .mac, no.

Without .Mac, is it possible to use e.g. HaloScan.com - Weblog Commenting and Trackback instead?
