how do I make a bootable cd?

Im posting this question here in applications because I hoping someone could tell me how to do this in toast but I could also be convinced to do this in the finder via OS X.

Here is my problem. A long time ago I made a copy of NT 4 that I had. I think I made the mistake of copying the contents of the NT cd to the HD and then copying them as a data cd in toast (days of os 9) as a back up. I have come across an old PII 266 MHz laptop that I would like to put NT on. I know that W2Kpro would be a better choice but I am limited to 64MB of ram (EDO=$$$). I have the 3 boot diskettes which load the driver for the CD drive in the laptop but when I get to the point of it asking me to put in the CD it spins, then stops. I assume that the CD needs to be in format where it will auto run. How Can I take the data off the cd I made long ago and mount it so it would autorun like the original was suppose to?
